Now, the only step left is to issue certification cards. The hard work is over, right? Now you just need to complete the PIC envelope and send it in or, even easier, use PIC Online at the dive center or resort. Well, it’s not always that clear and simple.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q: One of my new Open Water Divers still hasn’t paid his course fees. Can I withhold his certification until he pays?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A: Assuming student divers understand what fees are expected prior to starting the course, instructors may withhold certification if those student divers do not pay for the course as originally agreed. Instructors may not, however, withhold certifications for other financial reasons, such as the diver choosing to purchase equipment from another dive center or resort.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q: I gave a student diver a referral form to complete his open water dives on vacation. When he returned, he gave me back the referral form with the open water dives signed off by the other instructor. The other instructor told the diver to give me the referral and I would submit a PIC envelope (or PIC Online) and be the certifying instructor. Can I do this?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A: No. The instructor completing the last training dive is the certifying instructor and is the only one authorized to sign a PIC envelope (or submit a PIC Online). The certifying instructor is also required to issue a temporary certification card within seven days of the student diver completing all course certification requirements. If this situation occurs with a referred student diver, contact the Training Department at your PADI Office for assistance.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q: I issued a temporary certification card to one of my student divers but he hasn’t given me a picture and it has been nearly a week. How do I avoid violating the standard that says I must submit a PIC envelope (or submit a PIC Online) within seven days? &lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A: If the student diver causes the delay you are not violating the standard. Remember, you may submit a PIC envelope without a photograph, if necessary. Your PADI Office will store the certification information but won’t generate a certification card. Then, to receive a card at a later date, the diver can order a replacement card by submitting a photograph and paying the standard replacement card fee.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Q: A former student diver finished his PADI Open Water Diver course two years ago but just found his PIC envelope today. Can he still get his certification card or does he have to do some retraining?&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;A: PADI diver level certifications do not require renewal or recertification so a PIC envelope may be submitted and processed at any time. However, you should encourage the diver to participate in a PADI Scuba Review Program after a period of inactivity.
